To belong to yourself is to not be entirely owned by other people's opinions, moods, and expectations. Montaigne called this the highest skill, and treated it as a skill — learnable, practicable.
It matters for a learner because so much fear of speaking is really fear of judgement. The more you belong to yourself, the less a stranger's raised eyebrow can cost you.
